During the first six months of the Learning & Evaluation Journey, PACTO conducted an in-depth review of institutional documents and interviewed 66 individuals from the Ford Foundation and grantee organizations involved in the design and implementation of the WRI in eight regions where it is being implemented.

Report 1 is structured into three sections:

Part 1 – Outlines a refined methodology for the Learning & Evaluation Journey, highlighting decolonial principles and a developmental approach.
Part 2 – Proposes transformation bets that characterize the WRI, encompassing its outcome, ethical, and implementation dimensions.
Part 3 – Presents initial developmental learnings and reflective insights to be deepen in subsequent phases.
